State, District and Club Chapters

1. State Chapter (State Unit)

1. The Federation shall establish State Chapters in each State and Union Territory of India to promote and coordinate kite flying activities at the regional level.
2. The State Chapter shall function under the guidance, supervision, and approval of the National Committee of the Federation.
3. The State President shall be appointed or approved by the National Committee of the Federation.
4. The State Chapter shall be responsible for the following activities:

  • Promoting kite sports and youth activities within the state.
  • Organizing state-level kite festivals, championships, training programs, and awareness campaigns.
  • Coordinating with district units, clubs, schools, colleges, and local authorities.
  • Implementing the policies, rules, and guidelines issued by the National Federation.

5. The State Chapter shall maintain proper records of membership, events, and activities, and shall submit periodic reports to the National Committee.
6. The State Chapter shall have the authority to establish District Chapters within the state, subject to the approval of the Federation.

2. District Chapter (District Unit)

1. District Chapters shall be established to promote and manage kite sports and youth development activities at the district level.
2. The District President shall be nominated by the State President with the approval of the National Committee.
3. The District Chapter shall function under the supervision of the State Chapter and shall follow all rules, policies, and guidelines of the Federation.
4. The responsibilities of the District Chapter shall include:

  • Organizing district-level kite competitions, festivals, workshops, and training programs.
  • Promoting participation of youth, schools, colleges, and local clubs.
  • Supporting awareness programs related to safe kite flying and eco-friendly manja.
  • Assisting in the development of local kite clubs, school clubs, and student wings.

5. District Chapters shall maintain records of members, activities, and financial transactions, and submit regular reports to the State Chapter.

3. Club and Local Units

1. The Federation may permit the formation of affiliated kite clubs, school clubs, and community kite groups under the District Chapter.

All clubs shall be registered directly through the official National Federation website.

2. Clubs shall operate in accordance with the rules, policies, safety regulations, and guidelines of the Federation.

3. Clubs shall promote grassroots participation, training programs, youth engagement, and local kite flying events.
